The OECD’s two-pillar approach to international corporate tax reform under BEPS 2.0 consists of Pillar One for creating a new taxing right for market jurisdictions and Pillar Two for introducing a global minimum tax. The proposed global minimum tax under Pillar Two has triggered considerable discussions in Hong Kong as it could substantially impact the long established simple and low tax system of Hong Kong. In this seminar, the speakers will:

  • highlight the key design features of the Pillar Two rules as elaborated in the over 200-page blueprint on Pillar Two issued by the OECD in October last year;
  • provide an update on the latest developments related to Pillar Two, including the 1 July 2021 Statement issued by the G20/OECD Inclusive Framework on BEPS and the communiqué issued by the G20 after the G20 Finance Ministers meeting held on 9-10 July 2021); and
  • discuss the potential impact of Pillar Two on Hong Kong and the response options for the Hong Kong government and Hong Kong businesses, with illustrative examples

Bas Leenders, Tax Partner – International Tax Services Leader Europe Tax Desk, Asia Pacific Tax Center

Bas is currently based in Hong Kong where he leads the Europe tax desk resources for Asia Pacific. Bas relocated to Shanghai in 2011 on a long term assignment serving APAC based clients investing into Europe, with a specific focus on China based multinationals.

As a tax partner in EY’s Dutch member firm, Bas also assists Dutch headquartered multinationals investing into the Asia Pacific region. Since joining Ernst & Young in 1996, on a daily basis Bas has been involved with advising of and compliance for US, European and Asian based multinationals, focusing primarily on holding, finance and intellectual property structures, internal restructurings, mergers and acquisitions and divestment strategies.

Bas brings 18 years hands on experience in the field of advising multinationals in a broad range of industries on Dutch tax aspects and tax treaty implications of inbound, outbound and throughbound investments, on the tax technical side as well as the project management side.

Alfred has over 35 years of accounting and non-accounting experiences. Since China joined the WTO in 2001, Alfred started writing articles on PRC tax in professional journals at the international level, including IBFD and Tax Notes International. Alfred has previously been invited to deliver tax seminars in Singapore, Kuala Lumpur, Shenzhen and Beijing.
