Description

On 5 October 2021, the European Union (EU) published a revised list of non-cooperative jurisdictions for tax purposes. Hong Kong is included in the updated grey list (i.e. the watchlist) as the EU considers that a harmful tax regime exists in Hong Kong. The EU reviewed the foreign source income exemption regimes in a number of jurisdictions (including Hong Kong and Singapore) and has concerns about Hong Kong’s offshore regime under which foreign sourced passive income is not taxable. The HKSAR Government issued a press release on the same day in response and indicated that Hong Kong has committed to the EU to amend the Hong Kong tax laws by the end of 2022 and implement relevant measures in 2023.  In this webinar, the speakers will talk about:

  • the background leading to the inclusion of Hong Kong in the EU’s grey list;
  • the HKSAR Government’s response so far;
  • the potential directions of change to the HK offshore regime for passive income; and
  • the implications to HK businesses.

Speaker Profile

Parken has more than 25 years of tax experiences gained in the United States, Canada and Hong Kong. Parken is also the Chairman of the International Tax Committee of the Taxation Institute of Hong Kong.

Anita has over 15 years of experience in Hong Kong and international taxation. Before joining KPMG, Anita worked in the Tax Services Team at Arthur Andersen and the National Tax Policy Team at PricewaterhouseCoopers.

Currently, in her capacity as KPMG’s Tax Technical Director in Hong Kong and the tax committee members of various professional bodies, Anita is actively engaged in providing recommendations on tax policies and measures to the Hong Kong Government. Other roles of Anita include providing in-house tax technical support and training at KPMG as well as producing the firm’s tax publications. Anita is a regular speaker of tax seminars.

Anita holds a master degree in Management and a bachelor degree in Professional Accountancy. She also holds the following professional affiliations:

  • Taxation Institute of Hong Kong: Council member, Co-chairman of Tax Policy Committee and Vice-Chairman of International Tax Committee
  • ACCA Hong Kong: Member of Tax Sub-committee

Ce is the APAC Tax Director of ams OSRAM Group, one of global leaders of optical solutions.  Ce is overseeing the group’s tax matters including tax compliance, transfer pricing, strategic tax planning, M&A tax and accounting for tax in the APAC region.  Prior to joining OSRAM, Ce had spent many years in audit and tax practices in big four accounting firms, with major focus on M&A tax services and cross-border tax structuring services in China.  He is a fellow member of the ACCA and a member of the TIHK.
