Introduction:

The Hon Paul Chan Mo-po, Financial Secretary of the Government of the HKSAR, will deliver the 2024/25 Budget on 28 February 2024.  While the Hong Kong economy revived moderately in 2023, the competition within the region and the uncertainties posed by the external environment have made it even more important for the government to come up with fiscal and tax measures that support Hong Kong’s economic growth and long term sustainability of public finance.

In this seminar, Ms Carol Liu, the President of TIHK, Ms Ada Ma and Mr Desmond Wong, the Council Members of TIHK, will discuss the highlights of the 2024/25 Budget and share their insights with our members.

Speaker Profile

Desmond joined PwC in 2007 and is a Partner of PwC Hong Kong’s corporate tax practice. He is a core tax member in the technology, media and telecommunications (TMT) sector. He also advised a number of large multinational clients in consumer market and industrial product sectors.

In 2012, Desmond was sent to PwC US on a three-year secondment programme, during which he worked in the Los Angeles and Atlanta offices respectively. He was involved in US tax accounting work as well as international tax projects.

Ada has over 15 years of experience in providing tax advisory services to local and multinational clients in Hong Kong. She has extensive experience in principal and global structuring planning, business reorganization, pre- and post-acquisition IP ownership and supply chain strategies, all the way down to reporting and compliance. Ada also assists companies with business discussion, both at the C-suite and tax leadership level, to develop the right strategy across the co-sourcing continuum. Based on a company’s unique drivers, she helps to develop a tax operating model strategy that leverages a best-in-class and best-in-cost approach which is needed to navigate challenges they face.

Ada is also leading the global incentive and location study team in the Greater China Region. She assists clients in site selection and identifying business incentives to help select optimal locations, secure and realize maximum savings for both tax and non-tax incentives, and create operational efficiencies that reduce project costs associated with employment growth and capital expenditures.

Carol is a Tax Partner of Ernst & Young and has extensive tax experience working in Hong Kong, Mainland China and the UK.  She was based in London for two years as China Tax Desk Leader of EMEIA market.

Carol is the President of The Taxation Institute of Hong Kong.  She has been making contribution for the taxation study and tax knowledge sharing, as well as building up a strong platform for the communication of tax professionals from Hong Kong, Mainland China and worldwide, and facilitating the discussions of the tax topics and developments with the tax authorities and professional bodies.

Carol focuses on China and international tax advisory for multi-national companies and domestic enterprises for both outbound and inbound projects, primarily cross-border transactions and restructuring.

Carol has extensive experiences in providing China and international tax and business advisory and compliance support for various industries and involved in successful IPO cases, including manufacturing and retailing business, transportation and shipping, real estates, media, energy, technology, e-commerce and finance institutions, etc.
